The Schools Division Office (SDO) of the City of Malolos conducted a three-day Training-Workshop on Project INCLUDE (Interventions and Needs-based Care for Learners through Unified and Data-driven Education) from February 24 to 26, 2026, at DJ Paradise Resort and Hotel, City of Malolos, Bulacan, bringing together school leaders and teachers to strengthen the implementation of inclusive education in schools.<\/div>\n

The training aimed to equip receiving teachers and Inclusive Education Focal Persons (IEFP) with the knowledge and skills necessary to effectively support learners with disabilities (LWDs) and learners with manifestations (LWMs).<\/div>\n
<\/div>\n
Aligned with Republic Act No. 11650, or the Inclusive Education Act, and DepEd Order No. 44, s. 2021, the workshop emphasized the importance of strengthening school systems to ensure access, equity, and quality education for learners with disabilities.<\/div>\n
<\/div>\n
On the first day, Briann C. Marasigan, MASPED, SPET III of Sta. Isabel Elementary School, discussed updates on inclusive education policies, while Desiree C. Andres, MAEd SPED, SPET I of CMIS Sto. Rosario, facilitated sessions on available assessment tools that serve as the basis for targeted learner interventions.<\/div>\n

On the second day, Maria Rhima S. Villanueva, MAEd, Master Teacher I of Sta. Isabel Elementary School, led the session on communicating assessment results and referral procedures, emphasizing the importance of clear, ethical, and constructive communication with parents, teachers, and support teams when discussing learner assessment outcomes.<\/div>\n

Further discussions were facilitated by Algie Juridico, EdD, Education Program Supervisor for Special Needs Education (SNED) and Kindergarten, who discussed the process of referral and placement decision-making for LWDs and LWMs. Dr. Juridico also guided participants through sessions on Universal Design for Learning (UDL), instructional adaptations such as modifications and accommodations, and the ethical use of artificial intelligence (AI) in developing Individualized Education Plans (IEPs) and Individualized Learning Plans (ILPs).<\/div>\n

The final day of the workshop focused on hands-on training in crafting IEPs and ILPs, where participants engaged in collaborative writing sessions and presented their outputs. The activity allowed teachers to apply assessment data in designing individualized support plans tailored to the needs of learners.<\/div>\n

Project INCLUDE was developed as a division-wide initiative to address challenges in implementing inclusive education at the school level, particularly the limited orientation of receiving teachers on assessment tools, referral\/placement systems, and intervention planning. Through this capacity-building program, the division aims to strengthen school-based support systems and ensure that LWDs receive appropriate and responsive educational services.<\/div>\n<\/div>\n

The SDO highlighted that when educators are equipped with the right knowledge, tools, and support systems, learners are empowered to reach their full potential.<\/div>\n

According to Dr. Juridico, this milestone will enable the Schools Division Office of City of Malolos to strengthen its assessment framework.
