On April 3, 2023, Madam Cunanan was designated as the Schools Division Superintendent by the Vice President and currently Department of Education Secretary Sara Z. Duterte. The designation bears the authority to assume the powers, duties and responsibilities of a Schools Division Superintendent. She is likewise authorized to sign communications and approve appointments delegated to Schools Division Superintendents under Department Orders No. 29, s. 1975, No. 1, s. 2003, No. 66, s. 2008. Malolos Strengthens Inclusive Education Through Project INCLUDE Training-Workshop

The Schools Division Office (SDO) of the City of Malolos conducted a three-day Training-Workshop on Project INCLUDE (Interventions and Needs-based Care for Learners through Unified and Data-driven Education) from February 24 to 26, 2026, at DJ Paradise Resort and Hotel, City of Malolos, Bulacan, bringing together school leaders and teachers to strengthen the implementation of inclusive education in schools.
The training aimed to equip receiving teachers and Inclusive Education Focal Persons (IEFP) with the knowledge and skills necessary to effectively support learners with disabilities (LWDs) and learners with manifestations (LWMs).
Aligned with Republic Act No. 11650, or the Inclusive Education Act, and DepEd Order No. 44, s. 2021, the workshop emphasized the importance of strengthening school systems to ensure access, equity, and quality education for learners with disabilities.
On the first day, Briann C. Marasigan, MASPED, SPET III of Sta. Isabel Elementary School, discussed updates on inclusive education policies, while Desiree C. Andres, MAEd SPED, SPET I of CMIS Sto. Rosario, facilitated sessions on available assessment tools that serve as the basis for targeted learner interventions.
On the second day, Maria Rhima S. Villanueva, MAEd, Master Teacher I of Sta. Isabel Elementary School, led the session on communicating assessment results and referral procedures, emphasizing the importance of clear, ethical, and constructive communication with parents, teachers, and support teams when discussing learner assessment outcomes.
Further discussions were facilitated by Algie Juridico, EdD, Education Program Supervisor for Special Needs Education (SNED) and Kindergarten, who discussed the process of referral and placement decision-making for LWDs and LWMs. Dr. Juridico also guided participants through sessions on Universal Design for Learning (UDL), instructional adaptations such as modifications and accommodations, and the ethical use of artificial intelligence (AI) in developing Individualized Education Plans (IEPs) and Individualized Learning Plans (ILPs).
The final day of the workshop focused on hands-on training in crafting IEPs and ILPs, where participants engaged in collaborative writing sessions and presented their outputs. The activity allowed teachers to apply assessment data in designing individualized support plans tailored to the needs of learners.
Project INCLUDE was developed as a division-wide initiative to address challenges in implementing inclusive education at the school level, particularly the limited orientation of receiving teachers on assessment tools, referral/placement systems, and intervention planning. Through this capacity-building program, the division aims to strengthen school-based support systems and ensure that LWDs receive appropriate and responsive educational services.
The SDO highlighted that when educators are equipped with the right knowledge, tools, and support systems, learners are empowered to reach their full potential.
A total of 110 participants attended the activity, including the Public Schools District Supervisors (PSDS), Special Needs Education (SNED) teachers, receiving teachers, and Inclusive Education Focal Persons from across the division.
The successful conduct of the training was made possible through the support and leadership of the division’s top management, led by the Schools Division Superintendent (SDS) Madam Leilani Samson Cunanan, CESO V, Assistant SDS Madam Fernandina P. Otchengco, PhD, CESO VI, and CID Chief Madam Fatima M. Punongbayan, who continue to champion initiatives that promote inclusive, equitable, and responsive education for all learners.

SDO City of Malolos Hosts Benchmarking Activity with Science City of Muñoz

The Schools Division Office (SDO) of the City of Malolos warmly welcomed delegates from the Schools Division of the Science City of Muñoz for an Educational Engagement and Benchmarking Activity on February 27, 2026.
The activity aimed to showcase and share exemplary practices of SDO Malolos in key priority programs, including the Kindergarten Education Program (KEP) and Creative Curriculum for Kindergarten (CCK), the division’s Reading Program, and the integration of Information and Communications Technology (ICT) in various office processes.
The benchmarking commenced at Sta. Isabel Elementary School, where participants conducted a classroom observation of the implementation of KEP and CCK. A highlight of the visit was the demonstration of the “Read and Rise” program, featuring a 30-minute session on monitoring learners’ reading progress.
Following the school visit, the delegation proceeded to the SDO Malolos Office for a series of presentations showcasing the division’s best practices. These included Alpabasa and Creative approaches, Boosting strategies, the Read and Rise program, ICT integration through real-time processes such as iHR, travel orders, and leave applications, as well as initiatives aligned with the National Literacy Program. The sessions were facilitated by selected education leaders and program implementers of the division.
The engagement provided a valuable platform for knowledge-sharing and professional dialogue, allowing both divisions to exchange insights and innovative strategies in enhancing early childhood education, strengthening reading interventions, and improving administrative efficiency through ICT.

Schools Division of Malolos Participated in Incident Command System Executive Course

The Schools Division of the City of Malolos recently enhanced its emergency preparedness by attending the Incident Command System Executive Course (ICS-Executive). Organized by the City Disaster Risk Reduction and Management Office (CDRRM) in collaboration with the Office of Civil Defense III, this vital training took place on February 19 and 20, 2026, at the Malolos Club Royale in Brgy. Mabolo, City of Malolos, Bulacan. This initiative was spearheaded by the Local Government Unit of the City of Malolos, under the leadership of City Disaster Risk Reduction and Management Officer, Ms. Kathrina Pia D. Pedro.
The primary goal of the ICS-Executive course was to equip the Incident Management Teams of schools and offices with the essential knowledge and skills needed to effectively manage disaster situations. SDO Malolos School Leaders Earn International Accreditation on Global Assessment Tools

Itasca, Illinois, USA — Schools Division Superintendent Leilani Samson Cunanan, CESO V, and Education Program Supervisor for Special Needs Education (SNED) and Kindergarten Algie Juridico, EdD, have successfully earned international accreditation and U.S. certification in the administration of globally recognized assessment tools on October 6, 2025.
The certification covers a comprehensive suite of evidence-based instruments, including the:

According to Dr. Juridico, this milestone will enable the Schools Division Office of City of Malolos to strengthen its assessment framework. This activity ensures that every child’s developmental, cognitive, and socio-emotional needs are identified accurately and addressed through data-driven and individualized interventions.
“This accreditation elevates our SDO’s capacity to deliver fair, valid, and globally aligned assessments,” said Dr. Juridico,
He mentioned that the training’s outcomes will directly enhance the implementation of Special Needs Education (SNED), inclusive education, and mental health support.
SDS Cunanan also highlighted the broader impact of this milestone.
“Our teachers and learners will benefit from more precise assessment data, leading to timely interventions, improved learning outcomes, and a stronger foundation for inclusive education,” SDS Cunanan said.

October 6, 2025 – Pasay City. The Department of Education (DepEd) marked this year’s National Teachers’ Day with a grand celebration held at the SM Mall of Asia Arena, honoring the invaluable contributions of Filipino educators to nation-building.
The event was led by DepEd Secretary Juan Edgardo “Sonny” M. Angara and graced by President Ferdinand “Bongbong” R. Marcos Jr., who joined thousands of teachers and education personnel from across the country in paying tribute to the teaching profession.

DO Malolos, LGU Envision a More Inclusive Community, Conduct Benchmarking in Valenzuela

The City of Malolos, Bulacan delegation, led by Vice Mayor Engr. Gilbert “Bebong” Gatchalian and Algie Juridico, EdD, Education Program Supervisor in-charge of Special Needs Education (SNED), successfully conducted a Governance and Education Benchmarking Tour in Valenzuela City on September 17, 2025, to learn best practices in education and inclusive governance.
As part of the tour, the delegation visited three of Valenzuela’s flagship institutions: the Valenzuela City Special Education Center (VALSPED), the Valenzuela City School of Mathematics and Science (VALMASCI), and the Valenzuela City Academic Center for Excellence (ValACE).
The site visits provided participants with firsthand insights into Valenzuela’s Education 360 Investment Program, a holistic education framework that integrates strong governance, learner support services, and innovative placement programs.
Following the visits, the delegation engaged in an open forum and panel discussion with Valenzuela City Mayor WES Gatchalian, Vice Mayor Marlon Alejandrino, and members of the City Council. The exchange of ideas highlighted the critical role of governance, policy, and community support in ensuring accessible and quality education for all learners.
